Apple is testing memory chips from Chinese semiconductor manufacturer ChangXin Memory Technologies, better known as CXMT, across products including iPhones and MacBooks as the company searches for additional supply options during a global memory shortage.
The development was reported by The Wall Street Journal and highlighted by MacRumors. Apple had previously held early discussions with CXMT about supplying components for devices sold in China, while the Financial Times reported in July that Apple had started qualifying the Chinese company’s DRAM. The latest report goes further by identifying specific Apple product categories in which CXMT memory is being tested.
The potential relationship is complicated by U.S. technology-transfer restrictions, political pressure in Washington, Apple’s preference for specially configured memory, and CXMT’s own production limitations. Those factors mean that testing the chips does not necessarily indicate that Apple has decided to use them commercially.
Apple Tests CXMT Memory in iPhones and MacBooks
According to the report, Apple has been testing CXMT memory across multiple product lines, including the iPhone and MacBook.
The information provides more detail than earlier reports that Apple had begun evaluating CXMT’s DRAM without specifying which products were involved.
Apple has also held preliminary discussions with CXMT regarding the possible supply of memory for Apple devices sold in China. The company is reportedly seeking approval or at least a favorable response from the White House before taking the relationship further.
CXMT is one of China’s most important domestic DRAM manufacturers and has become a more prominent alternative as global demand for memory increases.
Other PC manufacturers are already using its products. MacRumors notes that HP and Acer have begun using CXMT memory chips in computers sold outside the United States.
U.S. Technology Rules Could Limit Any Apple-CXMT Deal
Even if Apple wants another memory supplier, U.S. rules create an important obstacle.
American companies are restricted from transferring certain technology to CXMT. The restrictions can extend to discussions involving technical details and product specifications.
Export-control attorney Kevin Wolf of Akin Gump told The Wall Street Journal that Apple can purchase standard CXMT components and negotiate over pricing, but cannot commission CXMT to manufacture custom chips based on Apple’s own specifications.
That distinction is particularly important for Apple.
The company typically uses memory that has been specially configured to work efficiently with its own hardware and Apple Silicon.
If Apple were limited to buying standard off-the-shelf CXMT components, it could need to redesign parts of its hardware around those chips. Another possibility would be accepting performance or efficiency that does not fully match Apple’s preferred configuration.
Apple Usually Optimizes Memory Around Its Own Silicon
Memory is deeply integrated into the architecture of modern Apple devices.
On Macs using Apple Silicon, memory is part of Apple’s unified-memory architecture, where the CPU, GPU and other processing components can work with a shared pool of memory.
That makes component characteristics particularly important when Apple designs a Mac around a specific processor generation.
The MacRumors report notes that Apple normally has memory specially configured to operate optimally with its own silicon.
This makes the regulatory restriction on custom technical discussions with CXMT more significant than it might be for a manufacturer that routinely builds products around standardized memory components.
U.S. Senators Are Pressuring Apple Over Chinese Memory
Apple is also facing political pressure in the United States.
A bipartisan group of senators led by Chuck Schumer has asked Apple to rule out using memory supplied by Chinese companies, including CXMT.
Apple is expected to respond to that request by August 21.
The issue therefore extends beyond normal supplier negotiations.
Any potential agreement would need to be evaluated not only in terms of component quality, cost and availability, but also against U.S. export restrictions and growing scrutiny of technology supply relationships involving Chinese semiconductor companies.
CXMT May Not Have Enough Capacity to Help Apple
Supply itself could become another major obstacle.
CXMT has reportedly already reached its production limit for the year and has little additional capacity available for new international customers.
The company is said to be prioritizing Chinese customers including ByteDance, Tencent and Xiaomi.
That creates a practical problem for Apple.
Adding a fourth memory supplier is useful only if that supplier can provide substantial volume when Apple needs it.
Apple sells iPhones and Macs in enormous quantities and therefore requires component suppliers capable of maintaining very large production commitments.
CXMT’s current pricing also reportedly provides little obvious advantage.
Its memory prices are said to be broadly comparable with, and in some cases higher than, those offered by established suppliers Micron, SK Hynix and Samsung.
As a result, CXMT currently appears constrained on both of the factors that would make an additional supplier especially useful to Apple: available capacity and lower pricing.
AI Demand Is Driving the Memory Supply Crunch
Apple’s search for additional memory options comes as the technology industry experiences unusually strong demand for memory components.
The rapid expansion of artificial-intelligence infrastructure and data centers has increased demand for memory and contributed to higher component costs.
Apple already raised prices across much of its hardware portfolio in June, excluding the iPhone lineup, and cited memory costs associated with AI infrastructure demand as a factor.
The company therefore has a strong incentive to broaden its supplier base.
More suppliers could theoretically improve Apple’s negotiating position, reduce dependence on a smaller group of manufacturers, and provide additional production capacity during shortages.
CXMT, however, illustrates why simply identifying another memory producer does not immediately solve the problem.
Regulatory limitations could prevent Apple from obtaining custom components, political opposition could make a commercial relationship difficult, CXMT has limited spare production capacity, and its current pricing does not appear substantially cheaper than that of Apple’s established suppliers.
